Every decision is in exactly one state. Locked: the builder picks, whether or not he has yet. Builder's selections: the homeowner picks from the builder's list, which replaces ours, with no specs step. Standard: the homeowner picks from HouseChalk's options. A connected builder sets the state here.
This file is the builder side: Dave sets states from the job (G, H, K, R), resolves a change that meets a pick Philip made (I), and takes over what Philip recorded (L). It also keeps the homeowner frames that are not on a decision: house settings when Dave joins or leaves (M, N) and the activity list (O). How each state looks on the decision itself, the sheets Philip uses without a builder, offline and the desk versions are all in Decision, turn 5. Every frame is tagged with who sees it, on which device, and whether it is a screen or a sheet.
One list of every decision, grouped, in three columns: the decision, how it is decided, and what Philip sees. No drilling in to read a state, and the not-picked-yet locks are the one thing marked, because they are Dave's to do. Filter by state and search to narrow the list. Tick rows, or a group's top row, and the bar sets them together. Opening a row sets one decision on its own (H). Try the ticks and the filter.

The same three answers as Philip's sheet (Decision 5h), in Dave's words, and the list below changes with the answer: his pick for Locked, chosen from his own selections or typed if it is not on the list, or Not picked yet; the quick-add list from Decision 5i for his selections, nothing for Standard. Philip's earlier pick is on the list, so it stays. If Dave removed it, the sheet asks what happens to Philip's pick before saving (I). The list behind is capped to the strip the sheet leaves visible.
H from the bottom edge. The phone list is one column, decision and state in a row, with no ticking: setting several at once (K) is a desk job. The sheet is the same one, with the same answers, list and note, and its action stays pinned.
Dave took Island with a prep sink off the list in H and pressed Give Philip 2 selections. Nothing is saved yet: the sheet asks what happens to Philip's pick, because a list change never quietly replaces an answer. Locking a decision Philip already picked asks the same question.
Opened from the bar in G. The same three answers, with no list, because each decision's selections are its own. The sheet names the decisions it covers and says whether any of Philip's picks are affected; if some are, it asks the I question for each before saving.
Everything Philip recorded is kept and is now Dave's to change. The note says so and offers the one useful next step: the list narrowed to what Philip set, so Dave can check it against what he actually told him.
Said once, in house settings, where the builder row lives. What Philip recorded is kept, and the "How this is decided" row on each decision loses its chevron from here on.
The reverse. Every state Dave set is kept, locks and lists included, and each decision's "How this is decided" row gets its chevron back so Philip can change it.
State changes land in the existing activity list, one row each, in plain words, dated. Only the row that needs Philip carries a mark, and it opens Decision 5j. The others are for reading.
